The short answer
No, not permanently. You get 7 days free and pay nothing if you cancel inside them. After that it is $49 a year. There is no free tier, and the free version this page used to advertise was never released.

OBS Studio is free, open source, and runs on macOS, Windows and Linux. It is built for streaming rather than meetings, so freezing a frame takes a few more steps, but it costs nothing and it works.
- 1Install OBS Studio and add your webcam as a Video Capture Device source.
- 2Click Start Virtual Camera in the Controls panel.
- 3In your meeting app, select "OBS Virtual Camera" as the camera.
- 4To freeze, right-click the webcam source and hide it, leaving a still image source underneath.
What you give up is the one-click part: no menu bar freeze, no video loop, no stuttering effect, and OBS has to be running throughout the call. That trade-off is the entire product FreezingCam sells.
